Lowering homicide rate shows

Lowering homicide rate shows that O'Malley was all wrong on crime. Truth tellers like Delegate Jill Carter, ACLU, NAACP, Dr.Tyrone Powers tried to change it, but O'Malleyites in the city couldn't handle the truth. I guess some people would rather turn blind eyes to staggering murders than believe the truth that O'Malley's failed policies were the root of problem.
